đ¨âđŠâđ§ Kuwait Family Residence Guide: Dependent Visa, Article 22 & Renewal
Bringing your spouse or children to live with you in Kuwait involves more than simply obtaining an entry visa.
For expatriate families, the usual journey can involve eligibility checks, a family-joining entry visa, travel to Kuwait, medical and insurance requirements, Article 22 residence procedures and Civil ID formalities.
The exact requirements can depend on the sponsor, dependent, relationship, age and rules being applied at the time of application.
This guide explains the process in a practical order and highlights an important conflict currently visible between official Kuwait government sources.
Understand what family residence means
Family residence is commonly known as dependent residence or family joining.
The relevant residence category is generally Article 22.
It can allow an eligible expatriate resident to sponsor qualifying family members to reside in Kuwait.
It is different from a family visit visa.
A visit visa permits a temporary visit, while family residence is intended for residence.
Family residence and family visit are not the same thing
Do not use the terms interchangeably.
A family visit visa has different eligibility, documents, fees and permitted duration.
Family residence involves a residence process after the dependent enters Kuwait.
A person entering on a visit visa should not assume it automatically converts into family residence.
Always apply under the correct immigration category.
Check sponsor eligibility before preparing everything else
Before arranging expensive attestations, travel or relocation, confirm that the sponsor currently satisfies the eligibility requirements being applied by Kuwait Residency Affairs.
This is especially important because official government information currently shows inconsistent salary criteria.
Check the current requirement applicable to your case before proceeding.
Important official-source conflict about minimum salary
Kuwait Government Online's current Family Residence Visa service page states that the sponsor's salary must not be less than KD 450 unless the sponsor falls within one of the exempt categories.
The current MOI family-joining procedure page also displays a KD 450 condition connected with earlier ministerial resolutions.
However, an MOI announcement dated January 25, 2024 stated that Ministerial Decision No. 56 of 2024 raised the salary requirement to KD 800 and introduced university-qualification and profession/specialization conditions.
Because current official pages are not internally consistent, MalluKuwait will not present either figure as universally controlling in every current application.
Before applying for family residence, confirm directly through the current MOI/Residency Affairs process which salary, qualification, profession and exemption rules are being applied to your particular application. Do not make travel or employment decisions based only on an old article, social-media post or screenshot.
Who can normally be considered as a dependent?
Family residence is commonly used for close family members such as a spouse and eligible children.
The exact relationship that can be sponsored and any conditions attached to it must follow the current immigration rules.
Do not assume that every relative qualifies for Article 22 simply because family visit visas may be available to a wider group.
Proof of relationship is essential
The official family residence entry-visa procedure requires proof of kinship.
The acceptable form can depend on nationality and the type of relationship.
For a spouse, this normally means marriage documentation.
For children, birth documentation can be relevant.
Documents issued outside Kuwait may need the required authentication or certification.
Prepare these early because obtaining corrected or authenticated documents can take time.
Check the dependent's passport validity
The current family-joining entry-visa procedure states that the sponsored person's passport should have at least two years of validity.
Before applying, check:
passport expiry date
spelling of the name
date of birth
passport number
nationality
consistency with marriage or birth certificates
Differences between visa information and passport information can create serious problems.
Sponsor documents commonly required
Current official procedures list documents such as:
sponsor Civil ID
sponsor work permit for private-sector workers
salary certificate for government-sector workers
proof of relationship
applicable business licence/company contract for certain residence categories
The exact document set depends on the sponsor's residence and employment category.
Salary evidence depends on employment sector
For a private-sector sponsor, the work permit is used as relevant salary/employment evidence in the official procedure.
For a government-sector sponsor, a salary certificate is used.
Make sure the information is current and matches the sponsor's immigration and Civil ID records.
Do not rely only on your bank salary credit
The salary amount visible in your bank account is not necessarily the document immigration authorities use for eligibility.
Official procedures refer to employment documentation such as the work permit or government salary certificate.
Confirm that the salary recorded in the applicable official employment record satisfies the current requirement.
Apply for the family-joining entry visa
Once eligibility and documents are ready, the sponsor can proceed with the family-joining entry-visa process.
The current Kuwait Government Online service instructs applicants to bring the required documents to the General Department of Immigration and complete the designated visa form and prescribed payment.
Use the current official process available for your governorate/application.
Check the visa carefully after it is issued
Before the dependent travels, verify the issued visa details against the passport.
Check:
full name
passport number
nationality
date of birth where shown
visa category
validity
MOI visa instructions state that a discrepancy between entry-visa information and passport information can invalidate the entry visa.
Understand the entry period and residence deadline
MOI's published visa instructions state that residence-entry visa holders, including family-visa holders, receive temporary residence from the date of entry and must complete the requirements for regular residence within the permitted period.
Do not assume that entering Kuwait completes the residence process.
After arrival, continue the required Article 22 procedures promptly.
Medical fitness may be required after arrival
The current Article 22 first-time residence procedure lists a medical fitness certificate.
Follow the official instructions applicable to the dependent.
Do not confuse immigration medical fitness with ordinary treatment at a clinic or hospital.
Complete the required immigration health process before the residence deadline.
Health insurance is part of the residence process
The current Article 22 first-time residence procedure includes a health-insurance certificate.
Complete the applicable expatriate health-insurance requirement through the authorized system.
Keep payment and insurance information available until the residence process is finished.
Adults may need criminal-record documentation
The current MOI first-time Article 22 procedure lists a criminal-record certificate from the sponsored person's home country for persons over 18.
It states that the document must be authenticated by the relevant foreign ministry and Kuwait embassy and has a stated validity period.
The procedure also lists a criminal-status check in Kuwait through the computerized system.
Prepare overseas documents before travel when required.
Marriage documentation for a spouse
For a spouse's first-time Article 22 residence, the current procedure lists a copy of the marriage contract.
Make sure names and passport details are consistent across the documentation.
If documents were issued abroad, follow the authentication and translation requirements applicable to your case.
Children's birth and family documents
For children, keep properly issued birth certificates and family relationship documents available.
Check that:
parents' names are correct
child's name matches the passport
dates of birth match
documents have required attestations
translations are prepared if required
Small spelling differences can cause unnecessary delays.
First-time Article 22 residence
After the dependent enters Kuwait, first-time dependent residence must be completed.
The current MOI procedure lists items including:
signed residence application
original entry visa
medical fitness
photographs
original passport
sponsor Civil ID copy
health insurance
criminal-record requirements for persons over 18
marriage contract for a spouse
The authorities may require additional documentation depending on the case.
Complete Civil ID formalities after residence
Once residence is granted, the dependent will generally need to complete the applicable Civil ID process through the Public Authority for Civil Information.
Make sure the residential address and personal information used for the Civil ID are accurate.
Keep copies of important immigration and identity documents.
Residence validity matters
A dependent's legal stay depends on maintaining valid residence.
Track expiry dates rather than waiting until the last moment.
Keep reminders for:
dependent residence expiry
passport expiry
health insurance requirements
sponsor residence expiry
Civil ID-related updates
Starting early gives you time to solve document problems.
Renewal is a separate process
Article 22 renewal has its own documentation requirements.
The current MOI procedure lists:
signed residence application
photographs
sponsor Civil ID copy
dependent's original passport
health-insurance certificate
Additional documentation can apply to children depending on age and family circumstances.
Children over 20 can require additional documentation
The current Article 22 renewal procedure states that a recent authenticated academic certificate is required for children over 20 years of age.
This is an important age-related requirement that families should check before renewal.
Age conditions and residence eligibility can change, so verify the current rule before assuming a child can remain indefinitely under the same dependent category.
Sponsor status can affect dependents
Changes to the sponsor's employment, residence or immigration status can affect sponsored family members.
Examples include:
sponsor residence cancellation
employment termination
change of employer
transfer between residence categories
permanent departure from Kuwait
Before cancelling or transferring the sponsor's residence, check what must happen to dependent residences.
Do not cancel the sponsor without planning for dependents
If the sponsor is leaving Kuwait permanently or changing residence status, review all dependent files first.
Check:
spouse residence
children's residence
Civil IDs
school or employment documents
insurance
passports
travel arrangements
Immigration actions should be completed in the correct order.
Family residence does not automatically give work permission
Dependent residence and work residence are different immigration concepts.
A person holding family residence should not assume they may take employment without completing the applicable legal employment and residence requirements.
If the dependent plans to work, check the current work-permit and residence-transfer rules relevant to that individual.
Be careful with agents and unofficial promises
Avoid anyone promising:
guaranteed approval
salary manipulation
fake certificates
fake attestations
altered work permits
paid exemptions through unofficial contacts
Use authorized government procedures.
Submitting false information or documents can create serious immigration and legal consequences.
Practical family residence checklist
Before application:
⥠confirm current sponsor eligibility
⥠confirm salary rule currently applied
⥠check profession/qualification requirement if applicable
⥠check dependent passport validity
⥠prepare marriage/birth documents
⥠complete required attestations
⥠verify names and passport details
Before travel:
⥠verify issued visa
⥠check entry validity
⥠carry important original documents
After arrival:
⥠complete required medical process
⥠complete health insurance
⥠prepare criminal-record requirements if applicable
⥠complete Article 22 residence
⥠complete Civil ID formalities
Later:
⥠monitor passport and residence expiry
⥠prepare early for renewal
Use official sources when rules change
Residence rules can change through ministerial decisions, circulars and updated administrative procedures.
When different websites or old articles give different answers, prioritize current official information and confirm ambiguous eligibility points with Residency Affairs.
This is particularly important for salary, profession, qualification, age and exemption conditions.
