Getting a driving licence in Kuwait is not simply a matter of knowing how to drive.
For expatriates especially, eligibility can depend on residency status, profession, salary, educational qualification and whether an exemption applies.
The procedure also involves official approval, medical fitness, a learner permit and driving tests.
This guide explains the practical journey from checking eligibility to receiving, using and renewing a Kuwait driving licence.
First check whether you are eligible
Before paying a driving school, arranging lessons or preparing documents, check whether you currently meet the General Traffic Department requirements.
The rules for non-Kuwaitis are not identical for everyone.
Eligibility can depend on factors such as:
legal residency
length of residency in Kuwait
salary
university qualification
profession
employment category
family or personal status

General expatriate eligibility framework
The General Traffic Department publishes conditions for granting private driving licences to non-Kuwaitis.
Its published framework contains general requirements relating to residency duration, university qualification and salary, together with multiple exemption categories.
This means a simple statement such as "every expatriate needs exactly the same salary and qualification" can be misleading.
Your profession or status may place you in a different category.
Always check the latest official requirements because ministerial decisions can change.
Some professions and categories have exemptions
The official GDT conditions document contains categories that may receive exemptions from one or more of the general requirements.
Examples in the published decision include certain:
judges and public prosecution members
consultants and experts
university and applied-education faculty

Profession changes can matter
For some expatriate licence categories, eligibility is connected to profession.
The official conditions also address situations where a person changes profession or residency status.
A licence that was granted because of a particular eligible profession or exemption should not automatically be assumed to remain unaffected after a major employment or residency change.
If your profession, employer or residency status changes, check your licence status through official channels.
Do this before assuming you are legally entitled to continue driving.
Start with the official driving licence application
MOI's current procedure for a private driving licence begins with printing/submitting the driving licence request.
The application must first receive the required approval.
Only after approval does the process continue toward medical fitness and the learner permit.

Theory and practical tests
The licence process includes both theoretical and practical testing.
The theory component checks your understanding of road and traffic rules.
The practical component evaluates whether you can operate a vehicle safely and follow instructions in real driving-test conditions.

If you fail the test
Failing a driving test does not mean the entire goal is over.

Expatriate licence validity has changed
The General Traffic Department announced that expatriate driving licences are valid for three years instead of the previous one-year validity period after issuance or renewal, subject to the applicable legal conditions.
This is an important change because older guides and even older official material may still describe the previous system.
Always rely on your current licence status and the latest General Traffic Department instructions rather than an old screenshot or article.
Kuwait Mobile ID and the digital licence
The General Traffic Department's announcement also states that expatriates use the driving licence through the Kuwait Mobile ID application without needing to print the licence.
Keep Kuwait Mobile ID correctly activated and updated.
Make sure the licence shown in your official digital identity is current.
Do not rely on an old photograph or screenshot of a licence as proof that it remains valid.
Renewing a Kuwait driving licence
Kuwait Government Online currently provides a driving-licence renewal service for Kuwaitis and non-Kuwaitis.
Before renewal, check:
your current licence status
Civil ID/residency status
whether your profession or eligibility situation changed
current required documents
current fees
whether any other requirement must be completed
Government procedures increasingly use electronic services, but the exact workflow applicable to you should be checked at the time of renewal.

A valid licence from your home country does not automatically give every Kuwait resident unrestricted permission to drive in Kuwait.
